A refusal for being out of its lane is its own kind of no — and this one tells the agent how to finish the job.
The registered close-variance agent, pursuing its goal, attempting the adjustment submission — the bounds check runs before any semantic question is asked — then finishing the work through the chartered alternative.
Bounds denial is a distinct denial class from a semantic block: different explanation, different remedy, different reporting surface — and the denial is constructive, telling the agent how to finish.
With a scoped L2 assignment (visible in the scene-setup panel), a live out-of-lane EXECUTE_ACTION returns the bounds denial summary status (this build spells it DENIED_OUT_OF_BOUNDS — deprecated in catalog v3 for DENIED_OUTSIDE_BOUNDS) with BoundsVerdict: OUTSIDE, BoundsFailureKind: NO_SURFACE_MEMBER, a nearest_chartered_alternative naming the prepare capability, and a real AberrantActionRecord (first offense lands at AberranceRung: FLAG; the shared ladder escalates across repeated runs); the chartered path then completes live.
