The agent starts fine, then makes a misstep
A flag here is a note in the record, not a punishment — the agent is never interrupted and never told.
The agent declares its intent; its first calls align green to close process steps; then a task whose natural next step is out of scope makes it reach — the alignment column goes green, green, green, then grey, and a BehaviorFlag appears while the agent keeps working.
At Level 0 a flag carries no duty beyond recording: the agent is flagged, uninterrupted, and never learns it was flagged. That flag is exactly the evidence you would want before turning Level 2 on for this scope.
Live aligned reads on the chartered process step, then a real off-scope call (the drift is reached naturally, not scripted artificially); GET /observation/unmapped materializes UnmappedActivity as a first-class observation and POST /observation/flags raises BehaviorFlagKind: INTENT_MISMATCH.
