Nothing is gated and nothing has to register — yet the permanent record, the ledger, fills anyway.
A live agent runs a reconciliation task, states its intent, and QuantData returns approved — immediately, unconditionally — while the right pane fills with ObservationRecord, TransactionRecord, and ProcessStepAlignment objects the agent never requested and never sees.
Level 0 gates nothing and requires no registration, yet everything the agent did is known in business-process terms — observe before you govern.
Real start-session and submit-operation calls (finance.revenue, official) return PROCEED with no conditions; live GETs on /observation/records and /observation/transactions show what was recorded, including ProcessStepAlignment at confidence RESOLVED and the stated intent (or its recorded absence).
