A canned rung history (optionally garnished with live FLAG-rung records from repeated probes) drives the ladder rail — BehaviorFlag kinds COHORT_OUTLIER and INTENT_MISMATCH, an escalating AberrantActionRecord, a temporary expiring Restriction — then a real POST creates the PermissionSuspensionRequest with SuspensionRequestedAction: SUSPEND, followed by the QuantCertify acknowledgement and QuantVault entitlement change-set reference.
